Enabling Legislation

The Guam Youth Congress was established under Title 2, Chapter 7 of the Guam Code Annotated, pursuant to Public Law 12-218, enacted by the 12th Guam Legislature in 1974 and approved in January 1975.

This enabling legislation formally created the Guam Youth Congress within the Legislative Branch of the Government of Guam. It defines the Congress’s structure, composition, powers, and procedures, authorizing it to act as a representative legislative body for the youth of Guam.

Public Law 12-218 provides the Guam Youth Congress with the authority to deliberate on matters affecting young people, to propose legislation for consideration by the Guam Legislature, and to foster civic engagement and leadership development among the island’s youth. The statute continues to serve as the legal foundation for the Congress’s existence and operations.
