On September 20, 2025, the 35th Guam Youth Congress adopted the Amended Standing Rules of the Youth Congress to update procedures, clarify responsibilities of members, and improve the legislative process within the body. These Standing Rules reflect the ongoing commitment of the Youth Congress to transparent, efficient, and accountable governance, ensuring that the voices and priorities of Guam’s youth are effectively represented.

• Duties and responsibilities of the Speaker, Committee Chairs, and Members

• Committee formation, referral, and reporting processes

• Rules for debate, voting, and the conduct of sessions

• Procedures for introducing, amending, and passing resolutions and bills
