Resolution No. 1-35 (COR) - ADOPTED (9/20/2025)

​Relative to repealing in their entirety the Standing Rules of I Mina’trentai Singko na Kongressun Manhoben Guåhan, as Adopted on November 23, 2024; and to adopt and promulgate the amended Standing Rules of I Mina’trentai Singko Na Kongressun Manhoben Guåhan, attached hereto as “Exhibit A,” as the official Standing Rules governing the body.

Relative to expressing the strong support of I Mina’trentai Singko na Kongressun Manhoben Guåhan for Bill No. 1-38 (COR) relative to the annual appropriation level to the Guam Cancer Trust Fund; urging I Mina’trentai Ocho Na Liheslaturan Guåhan to expeditiously pass this bill to sustain and enhance the efforts to combat cancer in our island community, with particular attention to the needs of young individuals and families affected by the disease; and recognizing the impact of cancer on the youth of Guam.

Relative to expressing the strong opposition of I Mina’trentai Singko na Kongressun Manhoben Guåhan, the 35th Guam Youth Congress, to Bill No. 7-38 (COR), relative to requiring the Chamorro Land Trust Commission to solicit competitive bids for the mass grading and extraction of a portion of Lot 5412 in the municipality of Mangilao; and urging I Mina’trentai Ocho na Liheslaturan Guåhan, the 38th Guam Legislature, to uphold the veto of I Åkto Maga’låhen Guåhan, the Acting Governor of Guam, on October 17, 2025.

Relative to expressing the full support of I Mina’trentai Singko na Kongressun Manhoben Guåhan for Bill No. 230-38 (COR) relative to designating the Guam Memorial Hospital’s main administrative and patient service buildings as the “Dr. Ramon Manalisay Sablan Administrative and Patient Services Buildings” and for the same designation to apply to all future Guam Memorial Hospital complexes; urging I Mina’trentai Ocho Na Liheslaturan Guåhan to pass this bill to represent Guam’s commitment to healthcare, culture, and representation in medicine.

Relative to expressing the strong support of I Mina’trentai Singko na Kongressun Manhoben Guåhan, the 35th Guam Youth Congress, for H.R. 6472, to amend the Higher Education Act of 1965 to provide for in-state tuition rates for certain residents of Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the United States Virgin Islands, introduced in the 119th United States Congress; and emphasizing the critical need to expand access to affordable higher education for residents of the U.S. territories, especially in Guam.
